Nova odluka u vezi ulaska stranaca u BiH

Vijeće ministara Bosne i Hercegovine, na prijedlog Ministarstva sigurnosti BiH, donijelo je Odluku o izmjenama i dopunama Odluke o propisivanju dodatnih uvjeta za ulazak stranaca u BiH, prema kojoj stranac koji ispunjava uvjete za ulazak u BiH propisane Zakonom o strancima, može ući u BiH ukoliko na graničnom prijelazu BiH predoči jedan od slijedećih dokaza:

–     negativan nalaz PCR testa ili brzog antigenskog testa na virus SARS-CoV-2, koji nije stariji od 48 sati ukoliko dolazi iz zemalja Evrope, a ukoliko dolazi iz drugih zemalja koji nije stariji od 72 sata do dolaska na granični prijelaz BiH.

–     potvrdu o vakcinisanju za osobu koja je prije više od 14 dana od dana dolaska na granični prijelaz BiH primila drugu dozu vakcine protiv COVID-19 ili je vakcinisana jednom dozom prije 14 dana i više od dana dolaska na granični prijelaz BiH, ako se radi o vakcini koja se prima u jednoj dozi.

–     potvrdu izdatu od ljekara da je prebolio bolest COVID-19 u proteklom periodu od 14 do 180 dana od dana dolaska na granični prijelaz BiH. 

Stranci koji ne moraju prilikom ulaska u BiH predočiti negativan nalaz testa ili spomenute potvrde su:  

–     djeca mlađa od sedam godina koja putuju u pratnji roditelja ili staratelja ako isti posjeduju negativan nalaz PCR testa ili brzog antigenskog testa na virus SARS-CoV-2, odnosno potvrdu o vakcinisanju ili potvrdu da je prebolio bolest COVID-19.

–     stranci sa odobrenim privremenim ili stalnim boravkom u BiH, ukoliko se vraćaju u BiH nakon izlaska i boravka samo u Crnoj Gori, Republici Hrvatskoj i/ili Republici Srbiji, pod uvjetom da ukupan boravak u ovim državama nije trajao duže od 48 sati od napuštanja teritorije BiH, što se dokazuje otiskom izlaznog, odnosno ulaznog pečata u putnoj ispravi stranca.

–     stranci državljani Republike Turske koji svakodnevno prelaze granicu BiH radi izvođenja radova na izgradnji mosta Rača u okviru izgradnje autoceste Sarajevo – Beograd – Sarajevo prema spisku osoba koji će Ministarstvo komunikacija i prometa BiH dostaviti Graničnoj policiji BiH.

Podsjećamo da i dalje na snazi ostaju ranije odredbe kojima se, između ostalog, omogućava ulazak u BiH državljanima susjednih država Srbije, Hrvatske i Crne Gore bez predočavanja PCR/brzog antigenskog testa ili potvrde o vakcinisanju, odnosno o preboljeloj bolesti COVID -19.

Ova odluka se na graničnim prijelazima primjenjuje od 11. juna 2021. godine.

New Decision on entry of foreigners into B&H

The Council of Ministers of Bosnia and Herzegovina, on a proposal from Ministry of Security, enacted a Decision on prescribing additional conditions for the entry of foreigners into BiH, acrding to which a foreigner who meets conditions for entry to BiH prescribed by Law on Aliens, may enter BiH if he/she at the BiH Border Crossing Points presents any of the following

–     negative PCR test or rapid antigen test on SARS-CoV-2, not older than 48 hours if he/she comes from an European country, and if he/she comes from another country, not older than 72 hours until arrival at the border crossing point of BiH.

–     certificate that a person who has received the second dose of vaccine for COVID-19 before more than 14 days before the arrival to a Border Crossing Point of BiH or has received one dose before 14 days and more before the arrival to a Border Crossing Point of BiH, if it is a single dose vaccine.

–     certificate issued by doctor showing that they have recovered from COVID-19 in the period from 14 to 180 days until the arrival to a Border Crossing Point of BiH.

Foreigners who are not obliged to present negative test result or the above mentioned certificates are as follows:  

–     children under the age of seven travelling with parents or guardians, if their parents or guardians possess negative PCR or rapid antigen test on SARS-CoV-2, or certificate on vaccination or certificate showing that he/she has recovered from COVID-19.

–     foreigners authorised to stay in Bosnia and Herzegovina temporarily or permanently, if they are returning to Bosnia and Herzegovina after exit and stay only in Montenegro, the Republic of Croatia and/or the Republic of Serbia, provided that total duration of their stay in the above countries has not been longer than 48 hours since they left the territory of Bosnia and Herzegovina, which could be proved by exiting stamp, i.e. entering stamp in a travel document of the foreigner.

–     foreigners – citizens of the Republic of Turkey crossing the state border of Bosnia and Herzegovina daily due to construction of the bridge Rača in the framework of realization of the Project motorway/expressway Sarajevo-Beograd-Sarajevo, according to the list which shall be submitted to the BiH Border Police by the Ministry of Communication and Transport of BiH.

We remind you that the preceding provisions which enables citizens of neighbouring countries (Serbia, Croatia and Montenegro) to enter BiH without presenting PCR/rapid antigen test or certificate on vaccination or recovery from the COVID -19, is still in effect.

The Decision has been applied at border crossing points since 11 Jun 2021.
